A total of 44 cases of riots and mutiny that occurred during the Swiss forces’ active service from 1914 to 1920 are documented in the Federal Archives. Military courts had difficulties enforcing the military penal code of 1851, and were hesitant to convict servicemen for collective insubordination. After a formal attempt to amend military law failed, General Ulrich Wille increasingly exerted his influence over the work of the military courts, which he regarded as an instrument that he could use to ensure discipline and readiness for war. Cases of mutiny and riot were repeatedly made public and portrayed as scandals in an increasingly polarised media and political environment.
