"Programming the Machine" examines the question of how computers were programmed in the Swiss Federal Administration in the 1960s and 1970s.

From the introduction of the "administration machine" in the early 1960s to the introduction of the project management method "Hermes" in the second half of the 1970s, this book traces how the programming of computers and administration had to be produced twice. It focuses on a socio-technical negotiation zone between administration and computer, in which the Swiss Federal Administration became a computer user and service provider.
